These are two independent contracts (independent of the tablet / smartphone / PC:
Netflix charges fees for Netflix services (e.g. Films) - regardless of the provider
Internet provider charges fees for Internet use - regardless of the data.
I can't imagine "Netflix without consuming data volume". Does Netflix pay the internet provider?
The Internet provider can pay for the data volume, regardless of whether it is an iPad or iPhone or other device. If in your situation the iPhone uses the cellular network via the SIM card, the data volume is consuming. If the iPhone uses the landline network via WLAN, there are no additional charges for "normal" landline contracts (DSL flat rate). But then the iPad can also be used via WLAN.
