I think 4k hdr looks worse than hd on my 4k tv. And in some series, for example, ratched what was previously marked with hd is now marked with 4k hdr. Maybe I just imagine that it looks worse. Why is Netflix doing this?

That always forms correctly according to your Internet, if the best what your line gives is Full HD then you will only stream in Full HD.
