Does netflix use data volume via hotspot despite stream on?

I connected my TV to my cell phone via hotspot and watch my cell phone on the Netflix tv, but I have a stream on it in the contract and therefore the question above is that volume or not.

That still draws volume. If you use the device as a hotspot, it doesn't matter whether StreamOn or not - tethering is not part of this option.
