I have a serial idea that would include several seasons (more than 5). Would fit great with Netflix or Amazon Prime. Well, I can't produce a film on my own, and I do not have the money. Now my question, is there somewhere where I can report and present my idea. And then continue to develop. In addition, I have no actors and no locations, and cameras, etc
Write the short version of your story
I do not think that you can achieve anything with it because you do not own anything tangible - you only give a hearing aid if you can measure it. - So you will not get any attention and your project will go down.
But do not give up Maybe you come up with an idea °!
My suggestion would be to you even if that might sound stupid Netflix has a super hotline in Germany you could call times and tell them on the phone, of course, you have to come across very convincing and maybe they can then connect you with a suitable employee you have to try it without having tried it you will not know

There are people who know what they are doing and whose job is simply to develop good ideas. There are tens of thousands of people who believe every day they have THE great idea, why would yours be better than all the others? The producers have really better things to do than listen to any ideas from any nobodies…

That's not how it works!
You can't arrive there with any dare idea and then believe, then somebody will "develop" it. Of course, that must already have hand and foot. That's why someone just has to know it. It goes very far into the depths, the characters of each character in the series must be worked out in detail, everyone must have a biography, etc. So that then the details of the story and how each character reacts in different situations…
You can't do it, for example Say "I imagine a new series, with a spaceship, and the people on it, the very great adventure on foreign planets experience…"!
There must already be a very solid basic concept, a unique feature, it must be specified details, because that is the whole thing falls to us!

Alone there's already the problem. Netflix and Amazon are currently and increasingly focus on shorter-season series because they want to (and have to) acquire new customers and are always good at offering something new. As a result, series tend to be shorter and they will be replaced faster by new series so that new customers can be won. Currently, the tactic is mainly that they are popular series that were discontinued from elsewhere buy (eg Lucifer, Designated Survivor, The Expanse etc) and then to extend one or even two seasons, so that the fans of the series so then as a customer because they can't see them where they've been before…
They have no interest in running a series for a long time, because that offers no variety
