Why is my resolution so bad with streaming services?

I always watch Netflix and Disney Plus on my PC. I have a FullHD screen there. The only problem is that the resolution is too bad. Everything is out of focus etc. This depends on the film. When I watch the TV everything is normal (I know it has a 4k resolution but I'm also 1.5m away from my PC screen). For some films it is quite normal and for some it is just really out of focus.

The streaming services provider announced two weeks ago, due to corona and page overloads, to stream content in SD. Maybe this also affects the download?

With the streaming services, you can only download films - if at all - in mobile quality - that is, what you need for your smartphone. This is so that the films do not end up illegally on the Internet.

Look at the size of the file. A film in HD is at least 2GB in size, usually even larger.
