I'm looking for an office PC that can work well without it hanging. Watch videos, Netflix, Dazn, etc. Should also run in Full HD without jerking or anything else. Games should also run (if you add a graphics card - otherwise it doesn't matter at first and only intended as an office PC)

I would look for Dell Optiplex on Ebay, which is available with very reasonable Intel processors, SSD and 16GB of RAM and is definitely sufficient for your office applications.
In addition, they are a pretty good basis to put them in a larger case, to retrofit a graphics card and power supply and to be able to play properly with them.
For 200 euro, playing current titles will be almost impossible.
