Hp laptop cooler too loud?

Is it normal that you can hear the cooler at 10% CPU / GPU load or that you can hear it in general when you watch Netflix and that it gets really loud for a moment in between?

You can hear the cooler sometimes at 2-4 & load and I don't know if that's normal?

Dust and pollution are likely to play a role, or, if Lappi is older, maybe the engine bearings too. How, whether you can fix it yourself, you have to google yourself by specifying the exact type, there's usually something helpful.
