I would like to know if I download an episode on the Netflix app on the phone, if it is stored only on the phone or in my account?

They should only be available on the device on which you have downloaded them. For example, I doubt if your TV has too much built-in space.
How should that be? Your account is on the Netflix servers. If you load something on the phone, it's just on the phone.
Some phones can be connected to a TV / monitor via an HDMI adapter. But I do not know if then the Netflix image is transmitted or if that is somehow protected.
