Who determines censorship?

Yes the title actually describes it completely. At school, we're talking about globalization, and my group is talking about TV entertainment. Since we want to explain how series come to Germany, for example, we also wanted to go into censorship.

However, I would like to know WHO actually determines WHAT should be censored. And how exactly is the process of it. And why are some series in Germany z.b. Completely taken from Netflix.

So far, I've only found reasons for censorship on the internet, not who is responsible for it.

Censorship is a state interference that is prohibited by the Basic Law. But this only affects the actions of the state itself, in the private sector it is different.

Many mix censorship with freedom of expression and the legal barriers such as insult etc. What is also like to forget: Freedom of expression is the right to say one's own opinion. But it is not obligatory for someone else to publish them.

In addition, you forget that Netflix is a commercial company that wants and needs to make money. Every little merchant knows this and acts accordingly. A product that does not sell profitably will be taken out of the assortment. Unless there are other reasons for not doing so.

And what do they have to do with Sensor? The Federal Examination Office examines only submitted films and indexes them (only purchasable from 18) or lists the seized on grounds of court judgments in Germany. They have nothing to do with censorship.
