Looking for an anime, for a long time, hope someone can

I only know that the anime begins with the outbreak of World War 3, starting with an atomic bomb in Bosnia (Balkans), further shows that violence and war come into a society when the language is destroyed, people forget to use the article correctly etc. And there's a man who was in every country before violence broke out, because it is shown that he uses a certain tone of voice when talking, subconsciously tricking people into becoming violent, the conversation can be about irrelevant things. I think I even saw it on Netflix and it doesn't have many episodes either. Maybe one with 6-8 episodes, since netflix also takes out series, I'm not sure, I can't find it anywhere.
