This is my idea for a series (about 6 seasons with 15 episodes.)
Heinz Müller is a teacher, but much too qualified. Until he joins forces with a student, Peter, and both want to do business together.
They sell ice cream to students, but with a very specific flavor. To create the aroma, rent a camper. The problem: you need a health certificate to produce food. The woman from the public order office doesn't want to give them that, so a long argument begins with the authority.
In the end it turns out: They were at the wrong regulatory office for years, the regulatory office in another district would have been responsible for them.
