You set up a hotspot on your mobile phone and your Chromecast has Wi-Fi via your mobile phone and you can use the Chromecast as normal.
You get yourself a Windows display adapter and it mirrors your mobile phone screen on the TV.
I wouldn't do it, but I could go. The UMTS operators promise too much. Maybe with 5G. Not smart with 4G.
