If you want a fixed office PC for little money and don't run away screaming at the term Linux, I can warmly recommend a Raspberry Pi.
They start at around 40 euro.
Well, get a better CPU like the Q8300 or Q9400 for n 10 series
And stop the rest of the hardware
I own a Raspberry Pi 1, I use Linux on a notebook. The PC may be used by an older lady, I don't want to do this to Linux.
