I have downloaded 2 series on Netflix and on my phone it is 30gb consumed. But in the Netflix app is nothing of 30GB

Small file sizes are achieved by compressible formats such as .mp4. For protection against duplication, the series and movies on your device are not raw as a video file, otherwise any file manager could export the material.
As DRM protection, Netflix stores data that only the Netflix app itself can read and play back as a video. These data are much larger than intended video formats, they contain additional information for subtitles, timestamps, digital fingerprints, encryption, time etc.

If your theory is correct, then the memory would have to be free again as soon as you delete the movies.
