Can streaming problems depend on the time of day? And why?

The streaming of arte, 3sat and ZDF via our Firestick obviously depends on the time of day. It works well in the morning, in the evening it is a disaster with constant stutters, stops, etc. Can this be due to the overload of servers? Interestingly, streaming Netflix or Prime content is better at the same time, but not perfect either. Our internet line with an average of 40 Mbps download is good.
