Netflix does not let me download anything?

I have recently reset my phone to factory settings and then have netflix downloaded again, then I tried something downloaded but netflix has the message that I have downloaded too much videos and the device limit would be reached, but I do not have a downloaded video on my mobile.

If you have the cheapest subscription, you can only download videos on one device. Can it possibly. Being that you downloaded something on your PC or other device?

I have the standard subscription and only one person except me uses the account
