Why can't I download anything from the Microsoft Store on the Internet?

I don't know why I no longer have the Microsoft Store as an app on my PC. So I wanted to download something from the Internet through the Microsoft Store. Namely Netflix. When I click on Download there's only a frame around it and nothing happens, I can click on it 10,000 times and nothing happens! I have an account and I'm also registered! Then why can't I download anything?
