Where you can find such girls now, probably nobody can tell you exactly, but you are only 14, and for cuddling etc. You are still a little too young until you turn 16.

However, even with such girls / relationships, it can sometimes lead to divergence or other life paths. A lot is still open at such a young age - it can be over pretty quickly.
