My question is that the 2,000 Kbits are enough to watch HD movies on Netflix with the mobile phone, so not "Ultra HD", just Full HD and if that wasn't enough, would it go to normal without loading times?

Are you sure there are only 2000 kbits? That would only be 2 MBit, it would not work!
Every standard line today has at least 16 Mbit, i.e. 16000 Kbit.
Netflix delivers its video streams from 0.5 MBit per second, Amazon from 0.9 and Maxdome from 2 MBit / s. The streams don't look particularly appealing. For HD at least 3.5 MBit / s (Amazon) or 5 (Netflix) and 6 MBit / s (Maxdome) are required. The still rare 4K offers make a real leap. Amazon estimates 15 MBit / s, with Netflix you have to get 25 MBit / s over the DSL line.
This has probably been throttled so that users do not stream like stupid when the number of GB is unlimited.
