Looking for a name from an action film?

Some time ago I saw an action film on Netflix, but it apparently was removed.

The film was about 2 friends and a woman who sold grass in Miami or Florida, one of them. In any case, one of the friends used to be in the army and the other is more of a hippie with dreadlocks and such. Then there will be a conflict between the two friends and Mexicans, if I'm not mistaken.
