At Netflix I read that streaming and downloading consume about the same amount of data, eg 3 GB per hour.
Does it mean when I download a movie, it consumes 3 GB while downloading or 6 GB when the movie is for two hours?
The movie does not consume anything.
If the movie is in Full HD 3GB, then you also have to download 3GB, whether you are doing it by stream or direct download, does not matter.
Streaming takes longer to download, and you may need to load the same multiple times if you jump back in the stream.

Where should a difference in data consumption be? A stream is synonymous nothing but a download, which is immediately deleted after watching.
