I think it's mostly because they haven't been synced yet or the license to broadcast is missing

Multiple rights holders Multiple studios or rentals can have regional rights to a series or movie. For example, we may have a rental agreement with a distributor to broadcast a title produced in America in Latin America before we reach an agreement with the production studio for the title to be broadcast in the United States.
No rights available for a region Sometimes a title in a certain region is simply not available. We can't license a title for which there's no licensing provider for a region. "
