I wanted to buy Netflix with Paypal today (free month), but when I wanted to add my Paypal account, it did not work. It came "add a payment method." But I deposited my bank account with Paypal?

So what you show here says that you should click on next and then a credit check will be made. Then you can use the Paypal as a payment method

This message on Paypal means that Paypal will ask for your credit card in addition to the bank account.
