Today my PayPal account was restricted, which I created about 3 weeks ago. What happened to my PayPal account:

Get 6 small amounts from my friends (Family & Friends)
Received 1 large amount from my father (Family & Friends)
Today Netflix is trying to pay something that didn't work out
I noticed that I have not yet sent in my details such as personal details, etc.
I did that and 4 hours later my account was restricted
What I have to say is that I used to create and use a PayPal account when I was 9 years old in 2009-2010. Since it was noticed, it was legally blocked. Could that be a true one from back then?
Does anyone know why this happened and what I can do about it? Or can I never use PayPal again?
If you have banned yourself as a person because you previously violated the rule not to open a PP account under 18, you have (rightly) very bad cards.
Call and ask, make you remorseful, but don't hope too much…
If you have violated the PayPal usage guidelines, it can happen that PayPal will block your account for life.

I was banned for the reason. A friend said that it could also be because I have transferred or received too much via Family & Friends without confirming the data, could that be?

You cheated on illegal PayPal accounts with a fake date of birth. This is:

Identity fraud
Terms and Conditions violation
Breach of contract

In the interest of all honest PayPal users, it is right and important that liars, data forgers, identity fraudsters and violators of the terms and conditions are blocked forever and can never use PayPal again.

Nothing at all. You as a person have been banned from PayPal for life. You must never use PayPal again & your data is on the blacklist. Once in the system, they are stored for at least 10 years.
You have wasted your chance.
Even if you were 18 years old, which you are not & then create a PP account again, it will be blocked again because PayPal does not want you as a person. You have 1. Only chance, you have gambled it away.

Your chance is over. PayPal has banned you as a person for life. You won't be able to change anything about that, no e-mail, no phone calls, no request please, no lawyer. Besides learning to do without PayPal & accept it.
