You have either connected the Xbox via HDMI ARC and your TV transmits a command when it starts that the Xbox switches on automatically. Look in your Xbox setting because the HDMI setting should have the function Xbox on or off via TV.
See if you can find an HDMI-CEC setting there.
For me, the Xbox only starts when I also switch to the corresponding connection. But I can't prevent that either. At least if you don't shut down the Xbox completely (quick start things).
Plug the Xbox into another HDMI port.
Also annoys me immensely.
