I was on Netflix today and there's a series there called Denver Clan in German and Dynasty in English. There are 3 seasons of it. She was always from 16 until I just saw that she is from 12. Why did that change? This is the new Denver Clan series and not the one from the 80s

Depending on which rating system Netflix uses to give the age information, something can change. Is nothing new. My cousin saw "Play Me a Song of Death" in middle school in the early 1990s and had to show a permit from her parents.
Netflix does not decide from how many years something is released. That's what the FSK does in Germany.
Such ratings of the FSK can change at any time. This is not as unusual as one might think. Today is valued differently than before. And at some point that can change again.
Yes, but Netflix has to adhere to that too. There are other positions besides the FSK. I can't say what that looks like legally. But it's not uncommon for age ratings to change. As I said, that happens more often than you think.
