You could do it with Word, or with paint, excel would also work, or wordpad or one of the many Adobe products, you could also have done it with pen and paper, you don't know.

Adobe Illustrator is common in the industry. It is quite possible that they used that.

But is a relatively simple logo, certainly possible with others.

That looks a lot like WordArt. This has been delivered free of charge with every Windows operating system since version 3.1 (1992). Accordingly, it looks bad.

Vector graphics programs are usually used for logos. One of the most popular is Adobe Illustrator, Corel Draw was used a lot in the past, but is nowhere near as popular.

Affinity Designer is good and affordable, especially for hobby use.

Inkscape is free of charge, but it is much less intuitive to use than Affinity Designer or Adobe Illustrator.

Illustrator is a very extensive program, so you will probably be overwhelmed by many menus at first.

As mentioned, it is a vector graphics program, which means that you don't work directly with pixels as you do with image processing, instead there are points, lines, shapes, etc.

The advantage is that objects can be edited better afterwards and, above all, that such vector graphics can be enlarged without limit without losing their quality. Accordingly, you can then export them as pixel images in any size.

For the Netflix logo, the procedure would probably be to first find a suitable font and use it to create a corresponding lettering, and then convert it into a shape with Font → Convert to paths. Then you just have to find the right tool to bend this "shape" correctly, but I don't know by heart which tool is most suitable.
