I would like to buy a basement room with us in the multi-family house, in which TE stands "are declared as storerooms and can't be used for residential purposes."

That I use the net thing as an apartment or can rent is clear to me. But what does it look like when I turn it into a hobby room or put a sofa and watch a netflix series? I can do what I want in my basement, as long as I do not bother anyone or bother me or?
