With a Wlan Hot Spot, you will not consume any amount of mobile data anyway, as Stream On will not work either. If you give someone your mobile phone a hotspot then Stream On will not work either, that would depend on your regular data volume.
You can only use this with your mobile phone and via the respective app, and if your data volume is consumed then Stream On is no longer possible.
