Netflix downloads on TV?

Since my WLAN is not always working right now, I wanted to ask if I can do it on my mobile phone by downloading a Netflix episode, and then the download will be transferred and I can watch it offline on the TV as well?

I had already tried unsuccessfully. The only thing that maybe is usb on Hdmi, but must support your phone specifically.
