Are you of legal age?
Did you enter correct data in the Paypal account, esp. Correct date of birth?
The demand for credit card, that is a security measure of Paypal
to secure the payment
to filter out minors who have cheated on a stolen date of birth an unauthorized Paypal account.
Security measures would not make sense if you could just handle them that way ;-)
Maybe I understand that now wrong. But I only pay via PayPal via direct debit and have never been asked for a credit card.
