Watch American TV in Germany?

Is there a way to receive American television in Germany (if possible without paying money)? I ask because I wanted to see the 0815 stuff that the Americans pull into it (and no I don't want to see any particular series that I could watch on Netflix etc but a mixture of everything that goes on there).
