I don't have a best friend personally now, but I can understand that you are confused. I think that she is in a phase where she needs more closeness (sometimes I have). Maybe something happened to her and her boyfriend, that's why she's looking for you around? Otherwise, if you feel uncomfortable, just ask her about it, don't be afraid.

So first of all: Just because she has a boyfriend doesn't mean she can't have friendly tenderness with "good friends". This is completely normal and everyone expresses their friendship differently. Just don't forget that she still has a boyfriend and she's with him. So if she tries to kiss you or anything, I would be careful.
