Normal programs are possible if the television has an integrated DVB-T2 receiver… For this you either need an indoor antenna or a cable which leads to a terrestrial external office.
However, you only get public broadcasters without regular fees in this way. And only if you live in the reception area.

For Netflix and / or Amazon Prime Video, you definitely need internet somehow. If you have that, then all you need is a Chromecast, which you plug into an HDMI socket on the TV and which you control from your Android phone.
What might also be possible would be a DVB-T2 receiver that can also handle Netflix… This is the case with Panasonic DMR devices (be careful, expensive, but also have many functions) … Exotics such as The Axas HIS 4K Combo + that can do that.
