When the throttling is over, will higher quality versions be "unlocked" again?
If you have booked the 4k option with Netflix, will you get your money back or partially refunded, since the advantages in terms of quality are no longer visible?
Have you noticed any changes yet? So far I can still watch everything in Full HD and YouTube still gives me the option to do so.

Why should this be felt first in the US?
Well, YouTube (Google) is an American company and from experience YouTube innovations of all kinds only affect the Americans.
I also think that the transmission quality differs depending on the location. But according to jupiter, this regulation seems to be limited to the EU or Europe anyway, so it makes my declaration overdue (if it is true).
As I have already explained, throttling will happen dynamically after load and everyone who knows a little bit knows that this will happen at packeloss anyway.

I can't say much more about it now, I don't know the subject very well. But such measures are taken so as not to cause too much overall packet loss in the network.
Youtube is reducing its transmission rates so that the European networks have more left over for the rest. I often view YT critically, but I can't imagine that a billion dollar company like Google would take such an "unnecessary measure". Or do you think it's a PR measure?

The thing is, how much a forced quality lowering matters will depend on the subject matter. People might be mildly annoyed if their music video or cat video is in 480p instead of 1080p60… But it's still going to work just fine. OTOH, if you watch tutorials of any kind, where there is TEXT on the screen, having the quality drop makes the entire thing either difficult to follow, or completely useless.
