Netflix is an official provider, as is Maxdome or Amazon Prime. Therefore, you need a (paid) account anyway. Or am I wrong? Therefore, download here - save in your app. A real download as a copy (for example Avi format) would be punishable - no matter which WLAN you use.
By the way: By the way you can see Maxdome in the ICE free of charge at Deutsche Bahn. Is a new service. Is free and you do not need registration.

Netflix offers an offline feature. Some of the films and series can be downloaded and viewed later. However, the downloaded content will only be active for a certain amount of time and will be blocked after the time has expired.
Whether the WLAN offers sufficient speed in the bus is there again another question.
