Do I pay fees on Google Play?

I bought a Paysafe card a month ago to buy an app, but then I found that I was forced to spend the remaining 8 euro within a year to avoid losing any money. I thought that was pretty stupid since there was no shop where I could find an item that I wanted. I then went to Google Play to see which films I would still like to see that are neither free in Netflix nor in Prime. So I have now found a way to get the credit empty. I have now read that even if the credit is used up, Paysafe will charge a fee for the account I HAVE to create if the account is not used. As far as I have it in memory, to redeem a Google Play voucher no further data had to be given. I used the last voucher 5 years ago, so I don't know if something has changed or how it was again. My question that arises from all this now: If I should come up with the idea again, hey I want to support the app, can I still buy a Google Play card, redeem it and spend it without a time limit? I just want to get this question answered and no other tips on how to handle it better.
