Internet line has to be relocated - Internet possible anyway?

A friend of mine has just moved and when the technician came to the Internet, he said that next to nothing comes from the Internet and the landlord has to get an electrician who relocates a new line before a technician can come again. Sounds like a long time without internet. Mobile hotspot with data volume from the phone is quickly used up, 2 hours Netflix and that's it.
Is there any way yet (relatively cheap) to have internet before then? So completely without is really cruel dreary.
