Netflix: PayPal does not work as a payment method?

I signed up with Netflix today. Then I had to choose a type of debit, after which I chose PayPal. I then entered the required data from PayPal and then the message appeared:

Unfortunately we were unable to set up a direct debit agreement for future payments.

Please return to the dealer and choose a different payment method.

Does anyone know why this is?

Did you only recently opened your PayPal account? Then it could be because other payments are still open and the limit has been reached
