Using a VPN is completely legal in Germany. Would not be otherwise possible. But that does not mean that crimes that are committed with VPN in the network are suddenly legal. For services such as Netflix you still have to pay, it changes nothing.
VPN itself is legal. Only the things that are done with it often are illegal ;-) If nobody knows what makes one and where he comes from, then he can afford more than anywhere else ;-)

Well, in that case it might be appropriate to show users what work you have already done. Nobody is willing to give you information that you could have largely searched for from the net. If you have specific understanding problems, ask for these specific understanding problems.
Something like "I've inquired once and know so roughly what a VPN is, but I still have some questions open, namely: … I've already found out / I've already tried these search terms without success: …" If you you do not work, you should not expect others to do it for you. If you've gotten work done, you should also show what work you did.
