Netflix announced a new anime on Twitter. How long does it take until the first episode (also in Germany) is published?
Netflix has nothing to report there. They give the studios the budget and the studio takes care of the production.
Then the synchro has to be produced.
If I remember correctly, I waited two years for an announced sequel to a series.
Usually between 1-2 years.

sometimes the series is already finished when it is announced, sometimes they want to see whether there's positive feedback on an announcement. And then start producing the series or maybe not.
It varies a lot, usually it comes 1-2 months after the announcement. However, there have been incidents where the release has been postponed for months, see Naruto Shippuden.
Just take a look at the Instagram page of Netflix, they always post a picture at the end of the month with a list of films and series that will appear next month.
1-2 years? It only takes that long once the production of a new anime is announced.
