If your mobile phone only has level 3 certification, you can only watch the content on Netflix in SD quality.

Reinstall Netflix.
"Alternatively, the Netflix app for Android tells you which Widevine level and which HDR capacities your device allows. To check this, tap on More at the bottom of the app and then on App settings. Here you scroll down and tap on the entry Playback specification. In this list you can now see the Widevine suitability and, if applicable, the HDR level of your android. "
