It says everywhere on the Internet that VPN is legal in Germany. With Netflix, it's a little more complicated. My question is, can you get a fine for using VPN to access American Netflix?
It's not illegal, it just violates Netflix's terms and conditions.
So you can have your account blocked and, under certain circumstances, you can be taken against you under civil law.
So it's illegal after all.
No? Civil law and criminal law are not the same.
At most they could block the account, which will not happen.
Otherwise they would lose a lot of customers and they only do the whole Geoblock Theater because the authors want it to be.
Basically, the maximum penalty is "only" the blocking of your Netflix account, which can't happen to you either with VyprVPN or a VPS (and corresponding DNS).
