Maybe the German version is not yet unlocked for straming in Germany, because some PayTV broadcaster still has the rights for the first broadcast in Germany. Then that comes first on Sky or something, before you can legally see the German stream.

That certainly has some contract or license reasons. Netflix may not show the German soundtrack (in Germany?). If they had the license, they would. Kinox just steals it somewhere but Netflix needs to have a license. If e.g. Sky in German, it can be good that TWD is to be seen in his media library in German. If they have any exclusive rights to the German market, it will not be seen on Netflix so fast. Maybe Netflix was too expensive to buy the license.
