Problem with PayPal?

Try a different payment method. And take a look at Paypal in the settings where your bank details are entered. Maybe it has not yet been confirmed that is written on it if it is not confirmed they can't prove whether it really is you.

PayPal is 18 and over, maybe that's why?

Are you of legal age
Have you entered correct data in your PayPal account, especially correct date of birth?

Paypal is from 18 years!
The main cause of problems with PayPal is when minors have faked an illegal PayPal account with a falsified date of birth.

So, as a minor with a fake date of birth, did you cheat an illegal PayPal account? Then significant problems will follow for you.
