Does Netflix share user data with third parties?

I watched a few episodes of Pretty Little Liars on Netflix today. Now, strangely enough, I'm shown tons of videos on Tik Tok about this series.

How can it be if Netflix claims not to sell user data?

I did a little hierarchy for you, because nobody knows the answer out of my head:
