Licenses are not issued globally. For example, Its the Netflix e.g. The rights to film xy in the USA do not exist in Germany. This means that Netflix is not allowed to stream the film xy to German viewers; the rights holder there, e.g. Amazon. If you were to use a VPN that is sitting in the USA, you would be sneaking into the stream and film xy, even though you actually have no authorization to do so. Therefore, the streaming providers try to block VPN more or less unsuccessfully.
That doesn't change the fact that not every film is licensed to be played in every country.
