I know you shouldn't have high hopes for that, but does anyone know a good agency that has worked with Netflix many times and where you have a small chance at all at 16?

What do you mean by "agency"? Do you mean for actors?
That is different.
In the series Dark, the actors came from various agencies, e.g.

Basically there's no maximum age to become an actor. Luck, perseverance, contacts and of course talent are important.
If you want to be an actor, it would be good if you went to drama school. If you just want to do it on the side, take a look at Komparse.de
You get extra roles and maybe a real role, if you are good.
