Is the Rokkr app legal?

My sister recommended an app called rokkr for watching anime because there isn't that much in Netflix and otherwise I have to watch my series on illegal sites: /! The app is free and has a lot of choices and it's all free. I do not understand how there can be no hook? Maybe someone knows about it?

Of course that's illegal. You can watch for free and they make money from advertising and spam.
