Netflix has contracts with the other "films and series makers". Money plays a very important role in this.
The films & series have to be bought from Netflix first & I hardly think that they do this with chocolate candies.
Sorry for the clear words, but that's one of the stupidest questions I've ever read here.
Answer: Because it costs a lot of money if they offer something and they have to take the money from somewhere, they can't spend many millions and then simply give away the films and series!
